President Donald Trump Announces ‘Reciprocal Tariff’ Policy on U.S. Imports
Newly inaugurated U.S. President Donald Trump has introduced a “reciprocal tariff” policy, targeting countries that impose taxes on U.S. imports.
After being sworn in as the 47th President of the United States, Trump wasted no time, signing over 50 executive orders, though several have already faced obstacles.
On February 13, the White House released an article titled “Reciprocal Trade and Tariffs,” outlining the administration’s new approach to global trade.
The article serves as an official directive to key officials, including the Secretary of the Treasury, Secretary of Commerce, Secretary of Homeland Security, Director of the Office of Management and Budget, U.S. Trade Representative, Assistant to the President for Economic Policy, and Senior Counselor to the President for Trade and Manufacturing.
The statement asserts that the U.S. has been treated unfairly by both allies and adversaries in trade for many years, leaving American workers and industries to bear the burden of unfair practices and restricted access to foreign markets.
Calling the situation “untenable” and a threat to U.S. economic and national security, Trump’s new policy seeks to establish “more reciprocal and balanced” trade.
Under the Fair and Reciprocal Plan, the administration will counter non-reciprocal trade arrangements by determining and imposing tariffs equivalent to those levied by each foreign trading partner.
To implement this, the plan will assess tariffs imposed on U.S. products as well as taxes affecting U.S. businesses, workers, and consumers.
Trump also reinforced his commitment to the policy in a Truth Social post, doubling down on the need for reciprocal trade measures.
Trump wrote on Truth Social:
“On trade, I have decided, for purposes of fairness, that I will charge a RECIPROCAL Tariff, meaning whatever countries charge the United States of America, we will charge them. No more, no less!”
He further stated:
“For the purposes of this U.S. policy, we will consider countries that use the VAT system, which is far more punitive than a tariff, to be similar to that of a tariff. Sending merchandise, products, or anything by any other name through another country to unfairly harm America will not be accepted.”
If Trump treats VAT as a tariff, Paul Ashworth, chief North America economist at Capital Economics, told Sky News that this could result in significant tariffs:
India – 29%
Brazil– 28%
EU– 25%
UK– 24%
Despite the potential economic fallout, Trump insists that “no other country can complain,” arguing that his policy is “fair to all.”
Trump defended his policy, stating:
“In some cases, if a country feels that the United States would be getting too high a tariff, all they have to do is reduce or terminate their tariff against us.”
He added:
“There are no tariffs if you manufacture or build your product in the United States.”
Emphasizing America’s contributions to other nations, Trump rallied:
“America has helped many countries throughout the years, at great financial cost. It is now time that these countries remember this and treat us fairly, A LEVEL PLAYING FIELD FOR AMERICAN WORKERS.”
Trump’s announcement follows previous threats to impose a 25% import tax on all goods from Canada and Mexico. However, earlier this month, he paused the tariffs for 30 days after both countries retaliated with counter-tariffs.
Canada is imposing 25% tariffs on CA $155 billion worth of U.S. goods.
Mexican President Claudia Sheinbaum has instructed her economic minister to implement measures to protect Mexico’s interests.
What Are Tariffs?
Tariffs are taxes imposed on foreign goods, increasing their cost when sold in the United States. Ultimately, these higher prices are passed on to consumers.
Following World War II, advanced nations largely moved away from tariffs, as they were found to reduce trade, increase consumer prices, and provoke retaliatory measures from other countries, according to the Council on Foreign Relations (CFR).
